Preheat oven to 350°F (175°C). Prepare two 8-inch pans with butter, flour, and parchment.
Mix flour, baking powder, and salt. Cream butter and sugar, then add eggs and vanilla. Alternate adding dry ingredients and milk. Divide batter into pans and bake for 30-35 minutes.
Make buttercream by heating egg whites and sugar over simmering water until 160°F, then whip until stiff peaks form. Incorporate butter and vanilla until smooth.
Assemble cake: layer with frosting, apply crumb coat, chill, then frost smoothly. Decorate with sprinkles and pipe rosettes.
