Instructions
Whisk soy sauce, ketchup, vinegar, sugar, garlic, ginger, salt, and pepper to make the sauce.
Cook beef in oil until browned, then set aside.
Stir-fry onion and bell pepper until softened.
Add pineapple and beef back to skillet, pour sauce over, and stir.
Mix cornstarch with water, add to skillet, and cook until thickened.
Serve over cooked rice.
