Add onion, bell pepper, and garlic; sauté until softened. Mix in potatoes and spices, then add Worcestershire and broth.
Simmer covered for 15-20 minutes until potatoes are tender. Uncover and cook 5-10 minutes to develop a crust. Garnish with parsley and serve with optional toppings.
