Instructions
Preheat oven to 350°F (175°C). Mix dry ingredients and wet ingredients separately, then combine to form the batter.
Pour batter into a greased baking pan and prepare the topping by mixing flour, sugar, and cold butter until crumbly. Sprinkle over the batter.
Bake for 35 minutes or until golden brown. Let cool slightly before dusting with powdered sugar.
