Add ground beef with salt and pepper; cook until browned. Stir in paprika and Italian seasoning.
In a separate skillet, toast rice in 1 Tbsp olive oil for 1-2 minutes. Add broth and tomato sauce, bring to a boil, then simmer covered for 16-18 minutes.
Once beef is cooked, add shredded cabbage with salt and pepper; cook until slightly softened. Stir in Worcestershire sauce and vinegar.
Combine cooked rice with beef and cabbage mixture. Garnish with fresh herbs if desired. Serve hot.

You can add a little chicken broth to loosen the mixture if needed. Garnish with fresh herbs for extra flavor.
